| 摘 要： | 运用文献资料法、实地调查法探讨黑河市发展冬季冰雪体育旅游的地理位置、政策、资源等优势,以发展过程中形成的历史、文化为冬季冰雪体育运动开展的群众基础,以挖掘、整理、整合冬季冰雪体育旅游资源为切入点,提出培育冬季旅游客源、提升冰雪旅游文化底蕴、打造冬季旅游精品、形成产业化发展等策略,旨在为发展黑河市的冬季冰雪体育旅游,提升城市综合竞争力提供参考。
