| 摘 要： | 生态环境恶化，基础设施严重滞后，教育、卫生事业发展滞后，人力资本积累水平低是昆明市东川、寻甸、禄劝这三个县区在推进小康社会建设进程中的突出问题。文章从构建形式多样的反贫困体制、加强基础设施建设、保护生态生态环境等方面探讨了上述地区实现全面建设小康社会的主要对策及措施。

| Abstract: | The worsening of ecological environment; the far lag-behind of basic facilities, the far lag-behind development of education and hygiene, the low level of gathering their personnel and capital are the obvious problems of the three regions--Dongchuan, Xundian, and Luquan in the course of stepping into the integrated better-off society. The paper brings forward the main solutions and measures to solve the problems mentioned above through various patterns of how to eliminate the poor phenomenon in group system. |
