| 摘 要： | 流动人口作为一大批重点工程和城市基础设施建设的主力军,广泛而深入地参与到社会经济、文化、生活等方方面面,在为经济社会发展做出重要贡献的同时,也给社会管理和公共服务带来了新的问题。鉴于此,一些流动人口主要流入地城市纷纷加强对流动人口的规范管理和服务,由于各地省情不同,管理和服务工作成效差异较大。如何应对流动人口持续加速增长趋势,对流动人口实施依法管理,提高管理与服务水平,构建有效的社会治安防控体系,依法保护流动人口的合法权益,维护地区和国家的稳定与发展,成为当前我省面临的一个重大课题。

| Abstract: | Implementing the western development strategy accelerates the pace of urbanization in Qinghai.As a large number of key urban infrastructure projects and the main force,the floating population has widely and deeply involved in economy,culture,life,and other aspects.And it made important contributions to economic and social development,but also caused some new problems to social development and public services.Thus some cities with large floating population have to strengthen the management and services of floating population.While as different parts of situation of places,the effect is quite different.How to deal with the growth trends of floating population,manage the floating population according to the law,improve the management and service,build an effective prevention and control system of social public order,protect the legitimate rights and interests of migrants and maintain the stability and development of regions and country,became a major issue under new circumstances in our province. |
