| 摘 要： | 改革开放以来，我国先后向100多个国家和地区派出留学生30多万人，其中有10余万人巳学成归国。在新的历史时期，留学生和留学生工作也呈现出一些新的特点，充分调动归国人员的积极性，争取和吸引更多留学人员报效祖国，并做好留居海外新侨民的工作，使他们更好地为我国经济建设服务，巳成为摆在我们面前的一个新的重要课题。
