| 摘 要： | 环境法可分为污染防治法与自然资源法，随着环境法的历史演变和转型，污染防治法日渐式微，自然资源法却在变革中日益强盛。本文通过对环境法等概念的界定，探讨了此种变革的语义基础；通过对环境法发展趋势的梳理，挖掘了该变革的内在动因；通过对自然资源法所契合行为的描述，刻画了该变革的具体表征。
