| 摘 要： | 在整个政治社会中，权力与其本质相分离，这就决定了权力需要制约。不受制约和监督的权力必然会被滥用，任何权力都必须受到制约。制约权力的手段主要是权力制约权力、权利制约权力和制度制约权力。由于这几种制约手段存在局限性，因而对权力的道德制约是必要的。本文分析了以道德制约权力的依据和意义，强调实现以道德制约权力，关键在于加强道德体系的建设，从而提高权力主体的思想道德素质，增强权力主体的自律能力。

| Abstract: | In the whole political society, the power and its essence are separated, which has determined power needs restraining, for power will inevitably be abused without any restraint. There are some major forms restraining power, including power restraining power, right restraining power and system restraining power. However, there is limitation in these kinds of restriction forms, so it is essential for morals to restrain to power. By analyzing the basis and meaning of moral restraint power, this thesis puts emphasis on the key strengthening the construction of the ethical system. And only in this way can the ideological and ethical standards of the power subject be improved, and self-containment ability of the power subject be strengthened. |
