| 摘 要： | 通过研究分析中国少数民族地区人口、资源、环境与社会发展的现实机理，认为民族地区已陷入“人口迅速增长－文化素质过低－经济发展迟缓－民族问题严峻－经济效益低下－产业结构失衡－政府决策失误－生态环境恶化”的艰难困境，走出困境的未来抉择是：制定科学人口战略，有效控制人口增长；大力发展民族教育，改善人口文化素质；切实发挥资源优势，尽快摆脱贫困落后；改变民族自我意识，促进民族共同繁荣；强化城镇经济职能，发挥市镇极化作用；优化发展主导产业，培植区域发展活力；规范政府行为职能，理顺区域管理机制；选择持续发展战略，确保区域协调发展。

| Abstract: | In light with the analysis of the reality mechanism of population,resources,environment and social development in minority nationality inhabited areas of China,it is held that the minority nationality inhabited areas have fallen into a difficult position of population rapid growth,low educational level of population,sluggish economic development,ethnic problems,low economic efficiency,inequilibrium of industrial structure,error in governmental decision making,and environmental deterioration.The future alternatives for getting rid of the difficult position rely on working out scientific population strategy,effective control of population growth;developing ethnic education by a big margin and improving educational level;giving into play resources superiority and eliminating poverty and backwardness;increasing self awareness of nationality and promoting common prosperity;intensifying urban economic functions and bringing into play urban polarization;giving priority to develop leading industries and cultivating regional development activation;normalizing government behavioral functions and straightening out regional management mechanism;and selecting sustainable development strategy and ensuring regional coordinated development. |
