| 摘 要： | 农村基层党组织是党的政策的贯彻者、宣传者、执行者,基层惠农政策宣传为新农村建设提供强大的精神动力和智力支持。但由于民族地区自然环境和社会发展等方面的原因,基层宣传惠农政策存在许多现实困境,导致惠农政策知晓度不高,制约了民族地区新农村发展。因此,基层党组织宣传惠农政策必须结合民族地区特点、整合资源、加大投入、加强培训、创新载体和制度化等路径,让农民充分了解、掌握和运用惠农政策,调动他们参与新农村建设的积极性和主动性。

| Abstract: | Rural grass-root organizations of the Communist Party of China are the ones that publicize and implement the policies issued by the Party and the grass-root publicity campaign provides the new rural construction movement with a strong spiritual impetus and intellectual support.Due to restrictions of natural environment,social development,etc.in the ethnic minority regions,however,there exist various plights with the grass-root publicity campaign of the benefiting-farmers policy,which results in a low publicity of the policy and hinders the new rural construction in these regions.Therefore,various approaches should be adopted in the grass-root publicity campaign of the benefiting-farmers policy,including adjusting to the local conditions,integrating resources available,increasing spending,strengthening training,innovating publicity media and systematizing,with a view to raising the farmers’ awareness of the policy,helping them understand and take advantage of it so as to stimulate their initiatives in the new rural construction movement. |
