| 摘 要： | 高职院校要落实科学发展观,其基点应从管理体制上破题,保证学术权力的参与。本文阐述了行政权力与学术权力的概念及内涵,分析了高职院校内部管理体制存在的问题及原因,提出构建两种权力和谐运行的措施。

| Abstract: | If make the scientific outlook on development in practice,we should break the management system and ensure the participation of academic power.This paper discuss the concept and intension between administrative power and academic power,analyze the problems and reasons of the management system in the vocational college,and put forward some measures of building a harmonious operation between two powers. |
