| 摘 要： | 自1998年以来,临沂市高等教育取得了骄人的成绩,教育规模急剧扩大,办学结构初步调整。但目前也暴露出诸多矛盾,主要是高等教育规模滞后于经济社会发展的要求,教育质量亟待进一步提高等。为此,临沂市采取高等教育结构优化战略,进一步完善高等教育体系;实施高等教育提升战略,以高等教育内涵发展为主题,大力提高高等教育质量,适度扩大高等教育规模;构建省财政拨款为主、市财政拨款和社会捐助为辅的高等教育投资体制,完善高等教育投资结构,以加快高等教育发展。
