| 摘 要： | 当前我国正处于加快城镇化进程的关键时期,许多传统体制下的制度安排需要被摈弃。本文在分析了我国城镇化制度障碍的基础上,从户籍、就业、社保、土地、财税等五个方面进行制度创新,全面构筑出市场经济体制下的城镇化制度体系。

| Abstract: | China is in the key period of urbanization, some conventional systems need to be abandoned. Analyses of the holdbacks in China’s urbanization system are made, and the system innovation measures are addressed from the aspects of household register, employment, social insurance, land utilization, finance and taxation in order to create a new urba- nization system in the market economy. |
