| 摘 要： | 推进基础教育的均衡发展是我国当前和今后一段时期基础教育改革的一项重要任务,而对作为教育系统中细胞的基层学校进行改组和改造,构建适应新形势发展的学校组织形式应该成为改革的一个路径。近年来,英国为提升学校的质量和标准,促进基础教育的均衡发展,通过伙伴关系尤其是连锁和联合的形式在发展学校网络方面进行了积极的探索。英国这种对学校组织进行创新进而激发更大的集体变革能量的学校改革之举,值得我们关注、参考和借鉴。
