| 摘 要： | 房地产发展是否完善,政府职能是否合理,直接影响到我国构建社会主义和谐社会战略目标的实现。要稳定房价并最终完成实现社会公平,政府职能转变是关键。政府如何由利益主导型转向公共服务型,对保障中低收入人群住房权利的实现至关重要。

| Abstract: | whether the real estate's development is perfect or not,and the government's function is reasonable or not would directly affect to realize the strategical aim of building the concordant socialism.It is pivotal that the government's function will change.The change will stabilize the houses' price,and finally make the social finish realizing the justice.It is the most important that how the government will turn its type of leading the benefit to the type of servicing the pubic and guarantee to realize housing's right of people earn less money. |
