| Abstract: | The policy of "governing a country by morals", decided by the collective leadership of the Party Central Committee of the third generation with Comrade Jiang Zemin at its core, is one of the profound and essential requirements of the socialist construction with Chinese characteristics and a best continuation and creative development of the Chinese tradition of ruling a country by morals which emphasizes the main function of the administrative ethics building and its dialectical unity with the policy of "ruling a country by law". |
