| 摘 要： | 一个高素质的技能人才不仅要有扎实的专业技能，也要有良好的职业道德素质。我国现阶段的实际情况是技能型人才特别是高技能型人才缺乏，不能满足社会发展的需要，只有通过发展职业教育和培训，才能缓解当前劳动力市场供求的结构矛盾，改善劳动者素质和技能结构，逐步形成职业教育和培训与促进就业与创业的良性循环，促进人力资源配置效率和劳动生产率的提高，最终实现国民经济持续快速健康发展和就业问题的解决。
