Authors:Thomas Laqueur
Abstract:Abstract

This paper describes in detail the arrangements for planning in higher education in the Federal Republic of Germany. The current problems in higher education are defined and their historical evolution is alluded to. The various planning agencies are described and the work of the Bund‐Lander‐Kommission fur Bildungsplanung und Forschungsforderung (BLK) is given particular emphasis. Planning issues are then related closely to current problems and the continuing work of the BLK is outlined. Conclusions on the efficacy of planning are reached.
