| 摘 要： | 以人为本最初是作为党的执政理念而提出的。在中国建设社会主义法治国家，必须研究党的政策和法律的关系。因此，探讨行政收费中如何贯彻以人为本的问题具有重要的现实意义。在行政收费中贯彻以人为本，必须坚持一个总原则，即对行政相对人的保护，具体体现在行政收费的立法、监督救济机制、程序和相关制度几个方面。
