| 摘 要： | 高校教师素质的提高，对21世纪的人才培养以及高等教育的发展都起着至关重要的作用。而教师素质的提高，不仅要通过教师个人努力。更重要在人事管理制度上下功夫。本文指出当前高校教师素质中存在的一些问题，阐述了通过深化人事制度改革的措施来提高教师素质的途径。

| Abstract: | The improvement of teachers 'quality at colleges and universities serves an important function in the development of higher education as well as the cultivation of the talent in the 21st ecntury. However, it is by deepening the reform of personnel management and by teachers' personal effort that teachers' quality can be improved. The essay discusses some problems and suggests ways to solve them. |
