| 摘 要： | 失地农民是城市化过程中的必然产物,失地农民的产生需要制度的保障,而我国现行社会保障制度的缺失,使失地农民的利益严重受损。应借鉴国外对失地农民确立的制度保障,构建我国城市化过程中政府主导型的社会保障制度安排。

| Abstract: | Landless peasants is the inevitable products of the process of urbanization.The emergence of landless peasants needs systematical protection,but the lack of current social security system in China has damaged seriously the interests of landless peasants.We should learn from abroad the established system of protection for landless peasants,and build the government-oriented social security system in the process of China's urbanization. |
