| 摘 要： | 中国社会工作发展正处于生死抉择的紧要关头。本从什么是社会工作，谁是中国社会工作，中国为什么发展和如何发展社会工作的角度，首次全面探讨了社会工作的基础理论政策议题，以期为中国社会结构转型提供现代的社会稳定、社会发展与社会整合机制。
