| 摘 要： | 以“9·11事件”为契机 ,俄美关系一改从前的分歧严重、矛盾重重的局面 ,步入关系亲密的所谓“蜜月”时期 ,俄美交好成为当前国际局势变化的重要特征之一。“9·11事件”之后 ,尽管俄美发展关系具有很多有利条件 ,但是根本改善两国关系还存在许多问题 ,两国成为真正盟友的可能性不大。今后一段时期内 ,两国关系的这种“既不是敌人 ,也不是伙伴”、“既有斗争 ,又有合作”以及“相互合作始终是两国关系的主要方面”的基本框架仍将保持下去。

| Abstract: | With the "Sep. 11 Event" as the turning point, the Russia-America relation has stepped out of the serious difference and various conflicts situation into a "honeymoon"period. Russia has been getting well along with America, which is one of the most important characteristics in the current international situation. This paper analyses the genuine cause for the improvement of the Russia-America relation and puts forward some of the opinions for the development trend of the Russia-America relation. The author considers that although the conditions for Russia and America to develop their relation are advantageous, yet there exists many problems and reefs to improve their relation essentially. Within the future time, the basic frame of their relation may be kept, that is,"neither enemy nor companion", "fight together with cooperation", and "mutual cooperation will be always the main aspect of the two country". |
