| Abstract: | The author points out that the construction of e-government is a system project, which needs lots of manpower, material and money, and therefore the benefit evaluation on it is necessary. Then four principles about the benefit evaluation are given, and five countermeasures to establish and improve the mech-anism of benefit evaluation are discussed. |
