| 摘 要： | 制度创新是区域经济一体化的重要机制。对新疆具有全局意义的乌昌经济一体化战略已经进入实质性操作阶段，乌昌经济一体化进程中的制度约束也不断显化，严重制约着乌昌经济一体化的进程及新疆天山北坡经济带经济跨越式发展的步伐。文章全面分析了乌昌地区在乌昌经济一体化战略中存在的若干体制性障碍。对通过制度创新推进乌昌经济一体化跨越式发展的路径进行了探索。
