| 摘 要： | 辽宁省城镇社会保障体系的改革与完善,取得了基本成功,建立了包含城镇基本养老保险、基本医疗保险、失业保险和城市居民最低生活保障制度等内容的城镇社会保障体系.但由于多方面原因,致使社会保障基金不能完全到位,"基金缺口"成为社会保障制度建设的瓶颈.弥补基金缺口必须采取多种措施,通过多种渠道增加社会保障基金规模.

| Abstract: | The reform and completion of Liaoning city-town social security system has basically achieved success,including basic pension insurance,basic medicare insurance,unemployment insurance and the citizen lowest living security system.However,due to various reasons,the social security funds can not be collected,and "the absence of funds" becomes a bottleneck of the social security system.To make up for the fund absence,methods must be adopted to enlarge the social security fund scale. |
