| 摘 要： | 中国社会的转型为社会管理提出了新的历史任务，需要我们与时俱进，改变传统的管理模式．进行社会管理创新。创新社会管理的核心是优化社会管理结构，大力发培育社会组织，优化社会组织生存和发展的政治和法律环境，社会结构由“国家——社会二元结构”向“国家——公共领域_啊公民社会三维空间结构”转化。创新社会管理的关键在于推进社会体制改革，政府首先要进行自身的改革，政府只提供涉及宏观的、全局的公共产品及服务．局部的公共产品和服务交给社会组织或机构提供，即由社会自我满足。创新社会管理的基础在于培齐社会个体的公民社会意识。培养公民和社会组织的自主、法律和责任意识。

| Abstract: | The transformation of Chinese society proposes new historical tasks for the social management,need us change the traditional management mode,and carry on social management innovation.The core of social management innovation is to optimize the social management structure,the key is to carry out social restructuring,and the basis is to develop the social individual’s civil society awareness. |
