| 摘 要： | 东北亚正处于国际体系转型的重要时期,冷战遗留的僵化结构失去了解决这一地区复杂问题的实际效力。东北亚缺乏一个专注于地区事务的制度安排,构建一种切合发展特质与和平精神的地区新秩序是东北亚国家的当务之急。其路径是一个复合型而非单一性的方案:经济上,加强合作与互动,推动地区经济一体化;安全上,加强对话与协调,增进地区信任与合作;文化上,加强沟通与交流,实现“共有理念”的认同。东北亚地区新秩序的构建是一个内含阶段性目标的渐趋渐进的梯级过程,遵循一定的原则十分必要,这些原则是平等互利、互信协商、互相尊重和共同发展、循序渐进、开放性。

| Abstract: | Northeast Asia is going through an important period of the transformation of international system.The inflexible structure resulted from the Cold War has made it difficult to settle the complicated problems in this area.Northeast Asia lacks a system arrangement that focuses on the regional affairs,hence it is urgent for countries in Northeast Asia to construct a new order that can aid the economic development and peace maintenance in this region.The approach to this goal is a compound rather than simple plan: in terms of economy,it should strengthen the cooperation and interaction so as to facilitate the unification of economy;in terms of security,it should reinforce negotiation and coordination in order to increase the trust and cooperation;in terms of culture,it should facilitate communication and exchange to realize the identification of mutual concepts.To construct a new order in Northeast Asia is a gradual process,therefore we should follow such principles as equality and mutual benefit,mutual trust and negotiation,mutual respect and development. |
