| 摘 要： | 传统经济学理论认为市场在提供公共产品上是失灵的，但随着社会技术的发展和制度的创新与完善，公共产品由私人提供的现象越来越普遍。公共产品私人供给模式的出现，促进了政府治理结构的有效转型，由以政府为核心的单中心治理模式向政府、市场和社会三雏框架下的多中心治理模式转变。这种新型的治理模式对政府治理水平提出了更高的要求，催生出新型的治理方略。
