| 摘 要： | 科学论文评价是科技管理工作的重要内容，关于科学论文评价的观念、方法和体系尚存在着有待探究的问题。本文在探讨科学论文创作动机与价值、质量关系，辨析科学论文价值与质量的联系与区别基础上，提出重视创作动机评价、以价值为评价基准、以质量评价为保障的科学论文评价观念。

| Abstract: | Scientific paper evaluation is one of the important contents r in technology management.Questions about concepts,methods and systems of the scientific paper evaluation remained to be studied.This article investigated the relationship between the creative motivation and valuation of scientific paper,differentiated and analysed the relations and differences between the scientific paper evaluation and the qualityof scientific paper.Based on the studies above,the concepts that the creative motivation should be emphasized,the evaluation of value should be taken as evaluation standard and the quality evaluation should be as guaranteeare advanced. |
