| 摘 要： | 构建一个与WTO规则相衔接的社会保障制度，是当前面临的迫切任务，完善社会保障体系还有不少困难，与WTO规则相衔接，任务还很艰巨，必须认真对待并认真加以解决，以解决城市目前社会保障负担沉重，社保资金压力巨大，法制建设滞后的矛盾，进一步增强城市社会保险抗风险能力，不断完善与WTO规则相适应的社会保障制度。

| Abstract: | It is an urgent task to construct a social protection system that links up with the rules of WTO. There are a lot of difficulties in modifying the social protection system, and it is not easy to link up with the rules of WTO. We must cope with and resolve it carefully, in order to increase the capability against risks in the urban social protection system, and make it to be more suitable fore the rules of WTO. |
