| 摘 要： | 高等教育成本分担对实现教育机会均等、公平和提高高等教育系统资源配置效率都有积极的意义。合理的收费,可在一定程度上舒缓公共财政压力,增加高校收入,扩大接受高等教育的学生规模,更大限度地满足社会与个体对高等教育的需求。因此,高等教育成本分担应该成为我国高等教育财政政策的一个长期策略。

| Abstract: | This paper will analysis the theory of cost-sharing in higher education from the four questions: Who gets benefit from higher education and who should pay charge? What is equity in higher education? How to deal with the lack of higher education funds? How to improve the efficiency in higher education? The paper has proved the significance of cost-sharing in realizing the equality and equity and improving the resources collocation efficiency of higher education.Reasonable charges can relax the stress of community finance,increase the income of higher education,enable more students to enjoy higher education,and to some extent satisfy the demand for higher education of society and individual.Therefore,cost-sharing should become the long strategy of finance policy of higher education. |
