| 摘 要： | 建设人力资源强国，是全面建设小康社会、实现社会主义现代化的长期战略选择，是我国教育改革和发展所面临的新任务、新使命。实现人力资源强国建设宏伟目标，必须坚持以科学发展观为统领，坚持教育优先发展，努力构建完善的现代国民教育体系；必须切实贯彻党的教育方针，全面实施素质教育，不断提高中国特色教育现代化水平；必须坚持教育的公益性，依法治教，促进教育公平，保障人民群众享有接受良好教育的机会；必须优化教育结构，深化教育改革，全面推进中国特色社会主义教育的制度创新。

| Abstract: | Constructing a human resources power is the long-term strategic choice of building a comprehensive well-off society and realizing socialist modernization, which is the new task and new mission for China＇s education reform and development. To achieve the grand objective of human resources power construction ,we must uphold the scientific concept of development, adhere to the priority to developing education, and strive to establish a sound modern national educational system; we must implement the education policy of communist party, carrying out the quality-oriented education in an allround way and constantly improve the education modernization level with chinese characteristics; It＇s important to adhere to education welfare, managing education affairs in accordance with the law, promoting education fairness, ensuring that people have the opportunity to receive better education; our nation must optimize the structure of education and deepen the education reform to promote the overall system innovation of Chinese characteristics socialist education. |
