| 摘 要： | 清季，清政府废除军府制，在新疆建立行省，推行郡县制。新疆建省固然意义重大，却在新疆形成新、伊分治的局面，一定程度上削弱了新疆行省制度的统一性和完整性。民国初年，杨增新主政新疆，实现了伊犁、塔城、阿尔泰三区行政统归新疆的局面。新疆行政的统一，维护了国家领土主权的完整，有效地巩固了西北边防，保持了新疆政局的稳定。

| Abstract: | In the late 19 century,the Qing Government abolished army's office system,set up the province in Xinjiang,pursued the system of prefectures and counties.It was no doubt of great significance that Xinjiang builded the province.But it resulted the situation in which Xinjiang and Yili divided and ruled in Xinjiang.In a certain degree it has weakened the unity of the system of administrative provinces of Xinjiang.In the early years of the Republic of China,Yang Zenxin realized to unite Xinjiang,Yili and Altai.The administrative unity of Xinjiang,safeguard the fullness of the national territorial sovereignty,consolidate the northwest frontier effectively,keep the stability of the political situation of Xinjiang. |
