| 摘 要： | 在政府采购框架内对科技项目的概念，科技项目中采购对象的类别界定，招标方式选择作了深入分析，指出：科技项目招标应限于基础研究和商业开发以外的应用研究，采购对象主要为终端智力产品，在比较法研究的基础上，对中国科技项目招标的完善提出了建议。
