| 摘 要： | 通过调查渔农村篮球运动的现状，分析扼制渔农村篮球运动的因素，提出了建立“城乡体育一体化”的全局发展观，改善渔农村篮球运动的基础建设、凝聚组织的向心力，构筑和谐的渔农村篮球活动载体和平台、建立和培养渔农村兼职社会体育指导员、构筑和谐的生活理念，引导、更新渔农村居民健康的生活观念、以篮球运动为媒介，建立“城乡结对、体育帮困”的体育暖促工程新理念，来建设和发展渔农村小康社区中的渔农民篮球文化，构筑一个和谐的渔农村小康社区。
