| 摘 要： | 国防最高委员会是抗战时期国民党为适应战争需要而设立的一元化最高领导机关.它的设置标志着国民党战时体制的最终形成,这一方面从法律上和制度上确保了战时国家权力的高度集中和统一,对抗战起了一定的积极推动作用;另一方面也从法制上确立了蒋介石的个人独裁,将国民党一党专政推向极端.

| Abstract: | During the war of resistance against Japan, in order to meet the need of the war the KMT set up a highest centralized leadership body that was the Supreme National Defense Council. It marked the final form of the KMT's wartime system, and ensured wartime state power's concentration and unity highly in law and institution. It not only adapted itself to the demand of the war playing a positive role, but also established JIANG Jie-shi's personal dictatorship in legality and pushed "administering a country by party " to extreme. |
