| 摘 要： | 新中国成立后，我国在城市基层社会逐步建立了以“单位制”为主，以基层地区管理（街居制）为辅的管理体制。随着我国经济转轨和社会转型，单位制逐渐被打破，街居制也面临着诸多困境，为解决社会中出现的问题和矛盾，社区制就应运而生。在我国城市社区管理体制嬗变中，社区中介组织也随之发展，并发挥着重要作用，因此加强社区中介组织的培育，促进我国城市社区管理体制的改革与完善，是我国城市社区建设的一项重要内容。
