| 摘 要： | 异地高考是从教育起点上解决务工随迁子女升学考试、促进教育起始公平的政策.文章从教育公平视角分析现行异地高考政策在制定和实施过程中的困境：本地考生与异地考生利益冲突致新的教育不公,诱导隐患中的“高考移民”现象爆发,引发寻租、权钱交易等腐败行为.通过促进政策内容设计的科学化、强化政策执行的监督与管理、改革名户籍制及分省配额制完善异地高考政策.

| Abstract: | The different university entrance examination is to solve migrant workers children＇s entrance examination from the education point to promote education starting fair policy. This paper analyses the difficulties of the present different college entrance examination policy in the process of its formulation and implementation from the view of educational equity： The new education injustice caused by the interest conflict between local candidates and the different examinee; Easy to induce potential risks to outbreak; Causing the rent-seeking and corruption of power problems. And through the promotion of policy design scientific; Strengthening supervision and management policies; Reforming the household registration system and a provincial quota system to improve the different college entrance examination policy. |
