| 摘 要： | 江总书记提出的“以德治国”的新理念，把依法治国同以德治国放在同等重要
地位。“以德治国”就是要建立与社会主义法律体系相适应的社会主义思想道德体系，要把政治思想道德建设放在首位，要将马克思主义的理论、建设有中国特色社会主义思想观和道德要求，作为全体党员和干部群众的思想要求和行为规范，为实现党的总目标、为中华民族的复兴大业而努力奋斗。

| Abstract: | Jiang Ze-min,the General Secretary of the CPC ,put forward the new theory:" To Run the Country with Morality". He stresses such is as important as the theory :"To Run the country according to Law." To run the country with morality is to construct a socialist moral system so as to suit the socialist legal system. It is a prime task for the whole Party to realize the theory of building China into a Marxist Socialist county with Chinese charactoristics and take the new theory as the moral standard for all cadres and masses in their behavior. |
