| 摘 要： | 精简行政审批事项,规范、约束审批行为,是行政审批制度改革的重要内容,本文指出了行政审批制度改革中存在的问题,从审批制度的价值取向、公务员的“经济人”倾向以及公共参与机制等方面分析了问题存在的原因,提出了“亲市场化战略”、重塑政府机构的利益结构等建议。

| Abstract: | The import content of the reform of the present examination and approval system is to simplify the administrative examination and approval items,standardize and set measures to the behavior of examination and approval.This article points out the problems which exist in the present reform of the examination and approval system,and analyses the problems from the value orientation of examination and approval system,the tendency of official "the economic man" aspect,the public participation mechanism,then proposes "pro-market strategy",remolds the benefit structure of government apparatus. |
