| 摘 要： | 不治与民主是不可分割的，实行依法治县，首先要发扬基层民主，完善基层民主选举、决策、管理、监督机制。其次，必须依法行政，并确保司法公正。最后，基层党政领导干部必须确立法治观念，树立“民本位”思想，切实“治权”、“治官”，也必须通过吐故纳新等方式提高在职领导和执法人员本的素质。

| Abstract: | Government by law is integrated with democracy.To enforce government of the county by law ,we should first establish grass roots democracy and perfect the grass roots system of voting ,decision,management and supervision .Secondly,we should administrate by law and guarantee judicial fairness.Finally ,grass roots cadres should establish the idea of governing by law and governing by the people,and they should also improve the qualities of present officials by way of replacing old ones with new ones. |
