| 摘 要： | 在当今知识经济迅猛发展的国际竞争环境下,高等教育资源越来越成为一个国家或地区发展的核心竞争力之一。高等教育资源的区域分布不均衡也是一个国家内不同区域经济社会发展差距的重要原因。基于三个案例省份的数据,对我国地方高等院校的空间分布情况进行的实证分析发现:(1)各省的高等教育资源都过分集中在了省会城市和副省级城市,而广大的地级市和县级市高等教育十分薄弱,即使在拥有少量高等教育的地级市,高校的类型也受历史影响局限在师范、医学和职业技术学校方面;(2)高等教育资源分布不均衡状况在省内更为严重。要改变这种布局不均衡状况,必须将我国高等教育分布调整的工作重点放在尚无高等教育或高等教育十分薄弱的中小城市及县级市,必须加大高等教育资源在省级行政区内部的调整力度。另外,高等教育与城市化进程应当协调发展,高等教育空间布局的调整应当与各行政区的城市化发展有机结合起来。 |

| Abstract: | The present study makes a case analysis of the distribution of higher education institutes in three provinces. The authors adopt a series of indexes for dealing with the data obtained in 2002.It is found that there are two severe distri- bution problems.(1)Local higher education resources in China are highly centralized in the capital or larger cities,and they are scarcely considered in smaller cities,particularly the vast regional and county areas;and even in the larger cities,the types of institutes are confined to teacher education,medicine and professional technology,which makes the situation even more worse.(2)The distribution problem is more serious within each province.In order to change such an unbalanced con- dition,the adjustment work must take care of those middle and smaller cities that have a few or no higher education institu- tes.The resource adjustment must therefore be reinforced within each provincial administrative area.Moreover,a harmoni- ous development should be maintained between higher education and urbanization process.That is,the regulation of the dis- tribution should be combined with the urbanization development of each administrative area. |
