| 摘 要： | 通过对浙江省高校知识产权保护现状的调查表明,知识产权流失是我省高校普遍存在的严重问题,管理失控是造成知识产权流失的主要原因,而法制意识淡薄是造成知识产权流失的重要因素。提出了若干对策和措施,包括提高对知识产权工作的认识,建立健全知识产权管理机构,建立专利专项资金,加强对人才流动中的知识产权成果管理,完善高校现有的业绩考评体系,促进高校与企业的产学研联合,加强对高校教师和科技人员的知识产权知识培训,注重对学生知识产权课程教育,建立与完善政府科技项目知识产权导向机制,制定切实可行的知识产权管理制度和保护条例等。

| Abstract: | The current status of the intellectual property right(IPR)protection in Zhejiang universities was investiga- ted.It was shown that the loss of IPR was a common and serious problem in Zhejiang universities,and the losing con- trol of management and lacking of law conscience were the main reasons for the loss of IPR.Several strategies were proposed in the presented paper,such as,improving the knowing of the importance of IPR protection,setting up and perfecting the management organization for IPR protection,establishing the special fund for patents,strengthening the management of IPA achievement in the talent flow,perfecting the current achievement assessment system in the uni- versities,improving the production-studying-research combination between the universities and the enterprises, strengthening the IPA knowledge training for the universities teachers and scientific and technological persons,paying attention to the IPA course education for the students,setting up and perfecting the government orientation for the sci- entific and technological projects,and formulating the feasible IPA management system and protection rules. |
