| 摘 要： | 2010年年初,云南省遭遇百年一遇的旱灾,经济损失巨大.农田水利在减少洪涝灾害损失、保证农民生产生活方面具有重要的作用.云南农田水利存在蓄水工程老化失修、灌溉工程建设落后、盲目追求水电开发、水利投入城乡差异大、农田水利投资困境以及运营低效率等诸多问题,需要积极发展“五小水利”,提高灌溉技术,从明确各投入主体地位作用、改革管理运营机制等方面人手,提高农田水利的供给水平. |

| Abstract: | In the beginning of 2010,Yunnan Province suffered a substantial lose in the most severe drought in 100 years.Farmland irrigation plays a positive role in reducing the lose caused by drought and flood,but in Yunnan,there are many problems in the construction of farmland irrigation,such as: serious damages,insufficient investment,unbalanced fiscal expenditure,etc.In order to develop the small-scaled farmland irrigation projects and improve the level of technology,it is necessary to clarify the functions of each investor,improve the management and increase the investment in farmland irrigation. |
