| 摘 要： | 高等学校存在行政与学术两种权力,很多时候后者服从前者,所以两种权力之间存在冲突,但学术是立校之本,忽视学术权力的行政权力会使高校的发展偏离正轨。本文探讨了这两种权力之间的冲突及其原因,并分析了部门管理的隐患。

| Abstract: | There are two kinds of rights named administrative right and academic right in universities.In many cases the latter obeys the former.So there is a right conflict between the two.But academy is the fundamental for their development.Administrative right that ignores academic right can be misleading.This paper discusses such conflict and its causes.The administrative hidden troubles in some sections are analysed. |
