| 摘 要： | 二战时期,得到罗斯福总统特别信任的赫尔利最初是以总统私人代表的身份来华调解“史蒋矛盾”,随后升任驻华大使开始调处国共关系,从处理“史迪威事件”到代表国民政府与中共签订《延安协定草案》,赫尔利似乎取得很大成绩.但就是赫尔利在华的15个月中,美国政府的对华政策日益失去灵活性和现实性.他不仅与驻华的外交官们发生冲突,而且使罗斯福政府的对华政策逐渐从军事上的“援蒋联共”转向政治上的“扶蒋抑共”,又从“联合政府”构想下的“扶蒋压共”转向意识形态的“支蒋反共”.导致罗斯福政府对华政策的转交的动因,既有赫尔利的个人因素、国际形势的变化,也有意识形态的影响,更有美国政府对中国革命发展趋势的错误判断和自身利益的需求.

| Abstract: | In the Second World War,Hurley,with President Roosevelt’s special trust,came to China as the personal representative of the President to mediate the conflict between Stilwell and Chiang Kai-shek,then CPC-KMT relations as Ambassador to China.He seemed to have made great achievements from mediating the Stilwell Incident to signing the Yan’an draft agreement with the CPC on behalf of the National Government.Otherwise,it was the fifteen months when Hurley was in China who saw China Policy of Roosevelt Administration go through gradual loss of its flexibility and realism.Hurley made China Policy of Roosevelt Administration gradually turn to political supporting Chiang while restricting CPC from military aiding Chiang while contacting CPC,furthermore ideological supporting Chiang against CPC from supporting Chiang while restricting CPC under the idea of a coalition government,when in conflict to the American diplomats to China.The causes of the changes in China Policy included Hurley’s personal factors,the changes of international circumstances,and ideological influence,especially American government’s misjudgment to the tendency of Chinese revolution and the demand of its interests. |
