| 摘 要： | 唐贞观时期,政坛言谏活动蔚然成风,为后世所欣羡,其形成原因主要在于为君者以身作则、极力推动,为臣者忠直敢言、谏诤不断.与此相应,朝廷内外直言极谏的言谏政风之形成与兴盛,亦促使唐太宗进一步推动谏议制度的发展,充分发挥谏议制度的监督作用,其主要表现为集中谏议组织,加强谏官职权,提高谏官的政治地位.可以说,贞观时期的言谏政风与谏议制度相互作用、相得益彰:言谏政风高涨促进谏议制度发展,谏议制度发展亦有助于言谏政风长盛,二者总体呈相互促进的发展态势.囿于封建王朝中央集权的专制体制,贞观时期谏议制度所起的监察作用仍有局限,但这无碍其与言谏政风之勃兴一起,为此后唐代历朝之重谏风气奠定政治与制度的基础.

| Abstract: | In the zhenguan period of the Tang dynasty,political remonstrance activities became a common practice,for the later admired.Its causes of formation mainly lied in the king making himsef an example,vigorously promoting and his ministers outspoken,honest,dissuasion continuously.Accordingly,inside and outside the court it were the formation and flourishing of the political climate of advise frankly that also prompted Tang Taizong to further promote the development of the criticism system,give full play to the supervisory role of the criticism system,the main performance for centralized remonstrance organization,strengthen their authority,to improve their political status.Can say,in the zhenguan period the political climate of the remonstrance and remonstrance system interact,complement each other: the political climate of the remonstrance rising to promote the remonstrance system development,system development contributing to make the political climate of the remonstrance prosperous for a long time,two overall were mutually promote development trend.Because of the feudal dynasty centralized authoritarian system,the monitoring effect of the remonstrance system was still limited in the zhenguan period,but that did not stop the remonstrance system laid the foundation of the politics and institutions for the emphasizing remonstrance of the Tang dynasty with the political climate of the remonstrance. |
