| 摘 要： | 本文对合肥高新区高新技术产业集群发展中存在的问题进行了分析，提出要发挥管委会的主导作用，构建高新技术产业的集群创新系统，建设公共研发服务平台，促进高新技术产业集群式创新，提升高新技术产业集群发展。
