| 摘 要： | 对领导干部的管理监督虽然取得了一定的进展和成绩,但仍然是一个十分薄弱的环节,还没有从体制、机制上有效地解决管理监督乏力的问题.亟需进一步重视加强对领导干部的管理监督,加强制度和机制建设的研究,以解决"一把手"的管理监督为核心,进一步建立健全管理监督机制,加大传统监督制约体制的改革力度,加强党内权力控制的制度建设,加大制度的贯彻执行力度,切实解决好上级疏于监督,同级监督难,下级不敢、不会和难以监督,群众无法监督,而被监督者又不愿接受监督、也不怕监督等较为突出的问题.

| Abstract: | Management to wards led staff direct although the derive from got certain of progress is with the score,is still a very weak link,and return and did not availably resolve the management to inspect the tired problem from the system,mechanism.Want to have a right way the further high degree thoughtful of enhance management to wards led staff the direct,and enhance to lead the staff to inspect the system with the research of mechanism developments.Then solve the "a handle knob" of management direct for the core,further establish the sound management to inspect the mechanism;The system that enlargement tradition inspect reformation dint invites the system degree,enlargement party the inside direct the dint degree;Enhance an inside power system developments that control;Adopt carry throughing of science's measure,enlargement system to carry out the dint degree.Slice the very upper grade negligence of solid solution to inspect in the direct,of the same class difficult,bottom the class dare not,can' t inspect with difficultly then,and the crowd can' t inspect,and were again does not wish to accepted by inspector to inspect,and also not afraid direct etc.than for the outstanding problem. |
