| 摘 要： | “立党为公、执政为民”不仅是一种新的建党理念，也是一种新的管理理念，公共利益是社会成员长期博弈的某种均衡，所以提高执政能力实质上就是提高执政党和政府的制度的供给能力，变管理型政府为服务型政府。

| Abstract: | The principle of working for the public and assuming power for the people is not only a new concept for the Party construction but a new managerial idea.What public interests mean is to balance the interests of every member in the society along with long-term competition.So,the essence of strengthening the Party's ability to execute power is to improve the ability of the Party and government to serve people. |
