| 摘 要： | 国有企业应建立健全的物资采购机制,将采购计划的制定、比价、质量检验、付款结算等各环节都纳入监管范围;改变传统的事后监管为事前、事中、事后的全程监管。弥补采购环节中的缺陷与不足,防止国有资产流失,降低总体成本支出,减少资金占用,提高资金周转率,遏制不正之风,使企业能在更深层次上提高经济效益。

| Abstract: | State-owned enterprise should set up complete material purchasing mechanism.The range of man-agement should focus on plan making,barging,quality inspecting,paying and settling .We should change the tradi-tional supervising model and focus on the whole process.In this way we can solve the problems in the purchasing process and prevent the loss of state-owned assets.We can also lower the overall expenditure and reduce the occu-pation of capital.So we can upgrade the capital turnover rate and curb the misdeeds,hence improve the economic benefits of state-owned enterprises in a deeper level. |
